Can Income based reservation, help the poor?

How far the caste based reservation help the poor can't judged directly, but it is sure the income based will help the poor. Implementation of these system may be tedious and troublesome start as segregation of the people based on this system can't be based directly on the property each having which may down the farmers having unfertile land to high margined income meanwhile the village admin's certificate can't be taken as perfect one. Now-a-days many of us play with taxation by insurance, loan, etc... though the income is moderately enough to live in society. The perfect basis can formed only by all transaction through banks and compulsory PAN system in addition to identity cards. But it may also play the fun on many..... so what can be the way to implement this! Although there is lot of barrier, it is sure current reservation system breaks most of our heads.....
